So without a proper EC option, Chaos very much in the doldrums competitively and our core Noise Marines lumped a mis-alligned version of Dark Pacts (and 1 OC and mixed / weak output) it's not that easy to put out a decent EC list. On the plus side some of our units are near the top of what Chaos has to offer with the Mark of Slaanesh and if you go EC heavy with some Nurgle and Undivided in there it's still mostly on theme whilst being a bit more useful.
We play semi-competitively, i.e. aim to make best lists and play Leviathan rules and maybe 1-2 GTs a year, not top table level.
Personally I'm running some mix of the following
Always:
________________
Have been doing alright with MSU style spam, split oblits to two x2 for flexibility, secondarys and board presence and going MoN saving zeal for the chosen has helped. Less Rhino rush, more reserves and units. My Head canon with Bile included is that undivided and nurgle and then somewhat flulffy (nurgle and proxy for his 'enhancements').
Lucius, MoE and the unit are a massive pain for opponents, fights first is oppresive in some cases. I find I get most out of them in reserves with Rapid Ingress and the threat of taking and holding (with fights first) a full flank / side objective wif it has decent cover. They also work as a Primary denial / obective taking peice (particularly with a Rhino), and even a bit of a distraction carnifex at times but I just haven;t found that as useful.
Chosen in Rhinos do what they do, trading up / killing even at the higher points costs, but 5 men Legionaries with x2 fists and OC2 also make great trading / primary denial peices.
Obliterators, drop in and delete still. Useful for hiding behind cover with direct / the threat of it and controlling play, the Deep strike threat with them cobined with Lucius gives opponents pause.
Been loving the solo Sorc Lord. 2+/4++/5++ profile makes him hard enough to shift to need something more than chaff. He's hard to screen and dropping in for secondaries from deep strike and able to spike damage (with the +1AP). Strong enough to clear smaller chaff units as well. Great tech piece,
Havocs aen't the ideal anti-tank option but I enjoy the ability to hide behind cover then pop out and take out a Light / Med tank. Often popping transports and Predators / Deads and the like.
Nose marines I struggle with. I love them but they just don't do enough in any aspect. Wish they had more output or OC2. I often find they end up my fodder / screen / first wave. Blastmasters are still great when they spike though, 3 damage decent shots are great to have against a lot of armies.
No issue killing things and denying / trading on primary isn't much of a problem either. Pretty decent board control for Chaos with the number of units often. It stuggles a bit for mobility and secondaries and definitely on holding primary though. Find if I don't get the upper hand in numbers by the start of turn 3 I'm in trouble as there just isn't the durability through CSM.
Playstyle varies by oponent but I find it's a decent reactive list. Hold off, screen and kill down pressure lists like WEs, go pressure and board control against other (e.g. Indirect guard), dance around and screen + precision overwhelm primaries and trade up with the killing pieces against Elite (Custodes, daemons).

Personally I'm running some mix of the following
Always:
- x2 Raptors x5 with MoS and x2 Melta (would use Talons if I had them)
- x1 Cultists x10 MoN
- x3 Noise Marine Squads - Full Sonic blasters, Champion with Siren and Fist
- x1 Lucius x1 MoE with either x5 or x10 Slaanesh Legionaries
- x1 / x2 Rhinos (Undivided / Slaanesh)
- x4 Undivided Obliterators
- Terminator Sorcerer Lord (Solo) with Elixer
- Up to 3 Total Rhinos
- Up to x3 More Shooty Noise Marines units
- x2 Melee Slaanesh Legionaries (in Rhinos)
- Lord + Choice (Usually Undivided, MoS for theme)
- Fabius + Chosen (fluffy)
- Pred Annilator (Nurgle)
- Las Havocs (Nurgle)
- No nurglings, can't bend the fluff that much. If I had some Epic Daemonette to proxy them I would though and just ignore the fact the rules are Nurgle.
